Our team has personal family experience with the challenge of educating special needs children.  From Autism, to ADHD to Specific Learning Disabilities, to the Gifted Learning Disabled, we’ve been there, done that.  As a result, we have a unique perspective on the challenges faced by parents who are struggling to obtain an appropriate education for their special needs children.

Marcy Tiffany, Esq.

Marcy J.K. Tiffany is a seasoned litigator who has been successful before the Office of Administrative Hearings, the U.S. District Court, the Ninth Circuit Court of Appeals and the U.S. Supreme Court.

Before developing her practice in special education law, Ms. Tiffany was a parent activist on behalf of special needs children and founded the Palos Verdes Parent Association to help educate parents of special needs children in her community.

From 2003 to 2011 she was a name partner in the firm of Wyner & Tiffany, which specialized in special education law.

Ms. Tiffany graduated from UCLA Law School with honors in 1977.  She also holds an M.A. in Economics from UCLA.  She clerked on the U.S. District Court and the D.C. Circuit Court of Appeals.

She has served in various government positions, including serving as counsel to the United States Judiciary Committee.  She has practiced with several major law firms and also served as General Counsel of Hughes Electronics.

Since 2000, her practice has focused exclusively on special education law.

David Tiffany is a Paralegal and Advocate.  He assists with intake & consultations of prospective clients, review of records, case analysis, case management, preparation & attendance at IEPs, mediations & due process hearings, in addition to the preparation of documents for filing in federal court.

Mr. Tiffany, who is the brother of Marcy Tiffany, is a graduate of Long Beach State University and received his paralegal certification from the UCLA Attorney Assistant Training Program.

His background includes service as an officer in the United States Air Force, and Director of the Writers Group on the White House staffs for Presidents Reagan and Bush.

Jennifer Ralph is a Paralegal and Advocate.  She assists with intake and consultation of prospective clients, review of records, case analysis, case management, preparation and attendance at IEP’s, mediations, and due process hearings, in addition to the preparation of documents for filing in federal court.  Ms. Ralph has a special focus on obtaining regional center services under the Lanterman Act.

Ms. Ralph, who is the parent of a child with autism, has assisted numerous families in obtaining intensive behavioral intervention programs through various regional centers and school districts in the Los Angeles area.

In 2002 Ms. Ralph made local newspaper headlines by challenging a local regional center’s practice of refusing services to autistic children over age three in violation of the Lanterman Act.

Since 2002, Ms. Ralph has worked as a professional advocate, joining the law firm of Wyner & Tiffany in 2005.  Ms. Ralph also served as President of Los Angeles Families for Effective Autism Treatment (“LA FEAT”) http://www.lafeat.org/, a parent support organization dedicated to helping families obtain research-based educational programs for children diagnosed with autism spectrum disorder from 2002-03, and as a board member until 2005.
